Planning: Housing Element Documents

The Housing Element is one of seven state-required parts or "elements" of a city’s general plan. A general plan is a document that is adopted by the Planning Commission and City Council, which serves to guide the City's long-term growth. The Housing Element is a policy document that describes how the City will address the housing needs of its residents. It contains housing goals, policies, programs, and resources that will help to develop, maintain and improve housing.

California law requires that the Housing Element of the General Plan be updated every five years. Modesto’s 2009 - 2014 Housing Element update is available for review at the link below. The Housing Element was certified in July 2011 following City Council adoption on June 28, 2011.
